The Effect of Cell Phone Bans on Driver Behavior, Accidents, and Casualties

چکیده
In response to concerns that distracted driving due to cell phone use has become a threat to roadway safety, many states have passed cell phone bans that prohibit drivers from texting and talking on handheld cell phones. This paper empirically examines the impact of these bans on driver cell phone usage, traffic accidents, and casualties. To distinguish the effect of the bans from confounding factors, I use a difference-in-differences approach that exploits the within-state variation in the adoption of cell phone bans. Results indicate that prohibiting drivers from texting and talking on handheld cell phones reduces drivers’ handheld device manipulation and cell phone use by 60 and 40 percent, respectively. This effect is largely driven by adult drivers and drivers with passengers. However, cell phone bans do not appear to have any meaningful impact on accidents and casualties. Several robustness and falsification exercises, including permutation tests using placebo ban estimates, are used to test the validity of both the estimates and their statistical significance. _________________ † Cheng Cheng: Texas A&M University, Department of Economics, 3050 Allen Building, 4228 TAMU, College Station, Texas 77843 (Email: [email protected]). متن کاملDrivers’ Addiction Toward Cell Phone Use While Driving
Background: The use of a cell phone when driving has been recognized as a type of distraction worldwide. Addictive tendency to use technology, including cell phone use while driving may be a substantial problem for drivers and increasing risk of accidents. The aim of this study was to evaluate the effect of drivers’ addiction to use a cell phone while driving. Materials and Methods...
متن کاملNational reported patterns of driver cell phone use in the United States.
OBJECTIVES To obtain detailed information on patterns of driver cell phone use, including how often drivers talk and text, the extent to which they use hands-free devices, and knowledge of and reaction to state cell phone laws. METHODS Telephone surveys were conducted with 1219 drivers in the 48 contiguous U.S. states and the District of Columbia, using random samples of landline and cell pho...
متن کاملHand-held cell phone use while driving legislation and observed driver behavior among population sub-groups in the United States
BACKGROUND Cell phone use behaviors are known to vary across demographic sub-groups and geographic locations. This study examined whether universal hand-held calling while driving bans were associated with lower road-side observed hand-held cell phone conversations across drivers of different ages (16-24, 25-59, ≥60 years), sexes, races (White, African American, or other), ruralities (suburban,...
متن کاملDriver cellphone and texting bans in the United States: evidence of effectiveness.
Almost all U.S. states have laws limiting drivers' cellphone use. The evidence suggests that all-driver bans on hand-held phone conversations have resulted in long-term reductions in hand-held phone use, and drivers in ban states reported higher rates of hands-free phone use and lower overall phone use compared with drivers in non-ban states. Bans on all phone use by teenage drivers have not be...
